Merge pins changes from google3 with fixes to pin unittests and JSON

Commit Message

This takes "Automatic update from google3 for 2023-04-25 UTC" and adds in the
required changes to get it to actually compile. The PKI Metadata bot is not
capable of landing the required fixes to unittests, or
transport_security_state_static.json.
