This change does two things:
- Creates a new section of the preload list, "domains on the public
suffix list that have requested to be prelaoded", which follows the
"gTLDs and eTLDs" section. (Both use the "public-suffix" policy
annotiation).
- Adds now.sh to that section of the list. If the domain name weren't on
public suffix list, they would meet the technical requirements for
automated preloading. The owners of now.sh host all subdomains
(similar to e.g. appspot.com) and redirect HTTP to HTTPS.
